Biography

A threefold authority: lawyer, professor, UN expert

Ludovic Hennebel combines a rare threefold experience: international lawyer, professor of international law and United Nations expert. Founder of Hennebel Avocats / Pacta Sunt Servanda, he acts in the most exposed transnational cases, where legal, political, diplomatic and reputational stakes intersect: INTERPOL red notices, extradition, international sanctions, lawfare, immunities, investment disputes, business and human rights, international protection mechanisms.

Professor of international law at Aix-Marseille Université and holder of an AMIDEX Chair of Excellence in international human rights law, he directs the Institute of International Humanitarian Studies (IEHI) and founded the Aix Global Justice Legal Clinic. His career has taken him from the Université libre de Bruxelles to Harvard Law School, New York University School of Law and Sciences Po Paris, after serving as Global Fellow at the Inter-American Court of Human Rights under the supervision of Judge Cançado Trindade (2003). An elected expert of the United Nations Committee on Economic, Social and Cultural Rights (CESCR), he chairs the Working Group on Individual Communications and is Rapporteur for a General Comment on economic, social and cultural rights in situations of armed conflict.

Author of some fifteen books, published notably by Cambridge University Press, Oxford University Press, Pedone, Bruylant and Dalloz, including International Human Rights Law: A Treatise (Cambridge University Press, 2025), he brings together scholarship, litigation practice and institutional strategy to design comprehensive responses in the most sensitive international situations.

The law is never neutral. It organises, constrains, exposes, protects, and at times subjugates and oppresses. His practice proceeds from this observation: the law is an instrument of power, but also a tool of resistance and transformation, once it is understood in its full strategic, political and institutional dimension. As an international lawyer, Ludovic Hennebel appears before regional human rights courts, United Nations committees, INTERPOL bodies and international mechanisms in cases of high political, economic or diplomatic impact.

He also advises companies and economic actors on the design of complex legal strategies, upstream of or outside litigation, where the stakes call for a structural and unconventional approach.
